The Orchestrator

The book returns throughout to three responsibilities. An orchestrator helps systems develop, operate, and improve.

• Develop: inspect repositories, propose changes, write code, run tests, and prepare releases.
• Operate: monitor live work, respond to known conditions, route decisions, and escalate when the system reaches the edge of its authority.
• Improve: study outcomes, identify failures and opportunities, generate possible changes, test them, and bring recommendations back to people.

Taken together these form a cadence, not a promise of independent machines. A system can observe the current state, analyze possible improvements, and prepare the work, while people add context, approve consequential changes, set priorities, and remain answerable for results. What the cadence describes is delegated intelligence under human authority — which is a different arrangement from independence, and the difference is the subject of this book.
